A Game for 2 to 6 players based on the English planning system: Not for persons of a nervous disposition.
It is well known by property developers all over England and Wales that Councils are bodies answerable only to themselves, except in the rare instance where one of them is taken to the task in the High Court.
Officers lie and cheat in committee rooms to get their own way. Members frequently run their council as mini dictatorships, hiding the truth, altering minutes and arranging things to attract investors to their area.
Television program's show only the fashionable side of property development. Producers steer away from any probe into the running of councils, or the pitfalls of the planning system. For this reason most members of the public have no idea why it is that their rates are so high, or where all the money that is made on property, actually goes.
Against this background of planning proposals and council manipulation, you have the task of developing your site. The winner is the person who either gains his permission first. To do this you may have to prevent an opponent from gaining a permission. hence there is a high level of skill and judgment in playing.
