Cllr Brian Jarman
Brian Jarman was a Conservative councillor who never took the trouble to make contact with the occupiers of the old generating works at Herstmonceux to find out if what the officers were telling him was true.
By the time he found out that they were covering up a dreadful deception - that they thought they would be clear of in a short time - his sloth as a member whose job it was to monitor the employees of Wealden District Council had already bled £500,000 pounds of ratepayers money from their coffers.
It is this kind of waste of tax revenue that hikes up the local rates and taxes in general where appeals and high court litigation become necessary to put things right.
In the end Brian West, a councillor representing East Dean, and hailing from Milton Street, took up the challenge with David Phillips and Victorio Scarpa, finally getting Christine Nuttall moved and a deal on the table to wipe out the toilet scandal costs.
But the matter was not resolved in totality, it was left hanging when Trevor Scott and Robert Standley failed to complete a planning application in breach of a County Court order. That was in 2003.
Here we are in 2018 and the matter is still costing the ratepayer money with WDC caught between a rock and a hard place - having failed to serve notices correctly in 1986 and then going on to dupe Inspector Raymond Danruether in 1987, claming that the electricity station from earlier than 1909 was more a World War Two building on the earlier foundations.
Brian Jarman went to his grave just when it was getting interesting. We are sure that now that things are hotting up again for 2018, that he would be bound to take an interest.
