Councillor Roy Martin

Roy Martin was the Chairman of the Area Plans South Committee on the 25th of June 1998 when a planning application came up for discussion, when the history of the building was being confirmed by the Sussex Industrial Archaeology Society (SIAS) - to challenge that previously put forward by George White and Thomas Hoy in 1986/7 and Chezel Bird and J Douglas Moss in 1997/8 - where their information was not true - but with an archaeological expert looking at the site for the first time, the truth about this valuable historic asset.

The point here is that with the truth of the matter revealed, the councillors attending this meeting (who had by this time all been copied in on the letter of support by the SIAS) knew that their officers had been wrong, hence had provided false information to Inspector Raymond Danreuther and Inspector Raymond Michael respectively.

They also knew that the incorrect history had been used in several High Court applications including the now infamous toilet case, where his Council had fooled Mrs Justice Steele into making an Order denying the occupier basic sanitation, contrary to the Health & Safety Regulations 1992.

Regardless of this fresh information shedding some light on the subject after some 16 years of fudging, these councillors were all prepared to go along with the suggestions by David Phillips and Victorio Scarpa (solicitor), who were both Officers of the Court, that their Council should continue with the deception because they did not like the applicant, again contrary to more statute (Article 14) where discrimination was then and is now unlawful, but by virtue of piling one violation on top of another, the impropriety known as misfeasance in public office, had become malfeasance; a criminal offence.

This fact made all of the councillors in that room voting to allow Phillips and Scarpa to continue with their vendetta against the applicant, party to the crime in progress by way of the Accessories and Abettors Act 1861.

Mr Scarpa     " I’d just mention one thing that er, ……. The assumption that any kind of permission would be implemented.  Obviously, if somebody is given planning permission, signs a planning agreement – the two really only, er, come into effect if somebody wants to implement the planning permission.

                        If the person tends to live on the site, commercial activities, as Councillor West has said, there is no reason to believe that the person would want to give up these commercial activities and  

8:18                 therefore there would be considerable incentive for this applicant to carry on as he is at this moment, put the planning permission in his back pocket and perhaps pass it on when he eventually sells it to somebody else to, to carry on as he is at the moment. "

Mr Phillips      "Well, I can only confirm to the Members, that we are still to be granted access to all parts of the property.  We’ve consistently been denied access to all parts, and when we have arrived unannounced, there has always been sufficient delay so things can be moved.  We believe, and which is the whole purpose of this Council seeking an injunction, to prevent the unauthorised residential use, that that use has taken place, which is why we are, with the authority of this sub-committee, looking to enforce the terms of the injunction that requires removal of the "

Shame on you Roy. You were a musician and an electronics repair man. You received some kind of training as to Human Rights and other local government law and were a seasoned councillor. How then could you go along with the decision not to make the effort to put right a wrong that your Council has been nursing - at great cost to the tax payer - for so long?

In our opinion, you should never have been a councillor if this was the kind of unlawfulness that you were prepared to entertain. No wonder our country is so badly in debt. No wonder we cannot meet our climate change obligations - and no wonder there are so many homeless people in our country sleeping rough.

All of this is because councillors like you up and down the country were doing nothing to stop blatant corruption at a local level. The effect is cumulative like bio-magnification, a disease like a kind of political cancer eating away at society.

The fact that Roy has never challenged any of the above speaks volumes. He obviously accepts this comment and feels rightly ashamed of his time as a Councillor with Wealden District Council. We are not amused and neither would Her Majesty Queen Elizabeth be, we imagine. No Honours for you my boy.

Nelson Kruschandl - Victim of an institutionalized vendetta

Dear Councillor Martin,

As a member of a council responsible for a great many historic towns and villages, and also caretaker of the public purse, could I ask you to be especially vigilant against maladministration within the Wealden District Council.

It is my experience that your council has allowed some departments to run riot with taxpayers money.  Some officers have used council resources for their own goals and as a playground for acts of impropriety.  Sometimes to cover up mistakes, and other times to pursue agendas for profit or personal ambitions and desires.

It has taken me more than 20 years to finally reach an understanding with your council about the Generating Station at Herstmonceux.  I hope you agree that we cannot afford to let situations like that develop again to drain the council and lead to widespread bad feeling and mistrust. 

You were elected to serve the community, not the officers.  You were elected to run the council to the best of your ability, after consideration of the issues that matter.  It is your duty to conserve the historic built and natural environments.  It is also your duty to seek to secure adequate services, education, policing and health care.

These are particularly difficult times, where public funding is under scrutiny against local issues and terrorism and global warming are serious international issues that should be targeted for spending, rather than waste money pursuing lost causes.

Even as I write, identified international dangers are looming and if allowed to escalate unchecked, may put our country and indeed the world as we know it at risk.  We can all play our part by doing what we do to the best of our ability.

If we run a tight ship with a clear desk, when something important finds its way on our laps, we will be better able to deal with it.  We must conserve our energies for fights that matter.

I would be very interested to learn what sustainable policies your council, and your political party are putting in place, and if you agree whatever has been proposed is effective. I should also like to know if you support the current policies or oppose them?

As a resident of Wealden, I am relying on you to do the right thing for your district.  As an inhabitant of planet earth I am relying on you to keep your eye on broader issues and play your part on the international team that is the human race.

POTTY TRAINING - Using a potty may be a new skill for your planning team to learn. It's best to take it slowly and go at your candidates pace, about the same pace as a child should do the trick. Being patient with them will help them get it right, even if they sometimes feel frustrated. They should be taught that every person is entitled to a toilet no matter how much their team are out to get any challenging member of the public - and yes we know how irritating it is to be caught out - and yes of course that makes you hate that member of the public more - so that you try another dirty trick. So, if you still think the vendetta route is the way to go, be sure that you don't get caught with your trousers down. Your target may come back to haunt you with the inconvenient truth and reveal what you did and why you did it. In the words of Jim Carrey in Liar, Liar: "The truth will set you free".
