Eddie Powell is a mystery man off the grid as it were with no published media pictures as evidence of his passing.
This council's special panel consisting of Lord Newton, Jack Gore and Eddie Powell, recommended their council should not accept any more petitions. It is a fact that when a second Petition with 39 signatories was later presented, Wealden District Council refused to accept it. So much for their Constitution!
PANEL MEMBERS - Jack Gore and The Lord Newton, were also on the Petition Panel with Eddie Powell. Lord Newton was forced to resign over a landfill conflict of interest and Mr Gore was forced to apologise for failing to declare an interest in Framfield and did not stand again after 2013, paving the way for Ann Newton to be elected.
Wealden District Council then agreed to pass the matter to the Police and promised to co-operate in the investigation the subject of the above Sussex Express article dated 12 December 1997.
The sad truth is there was no investigation and no crime number. Somehow Wealden's then chief executive officer (CEO) had obtained Police headed paper and written a letter exonerating his officers. However, some months after this event, a member of the council and a member of the public were told by two serving officers that there had been no investigation.
These officers went on to confirm Wealden's then CEO had been the author of the letter Councillor Raymond Parson was persuaded to read to a meeting of the full council.
We have no idea if it is lawful to refuse to accept a Petition, but it appears so from the Council's own rules. If anyone out there knows about this subject, please contact us.
Despite the fact Petitioners had requested an independent investigation, Wealden District Council decided to investigate the complaints of 12 petitioners by means of an internal inquiry. The panel consisted of Lord Newton, Jack Gore and Eddie Powell.
LORD NEWTON - resigned some months after the Panel reached its verdict, declaring a conflict of interest where land in his ownership had been identified as a possible site for landfill waste tipping.
The Wealden Action Group declared the findings of the Panel a 'Whitewash' and a 'Sham' as seen in the above Sussex Express article seen in their January 1998 edition. When viewed against what Wealden's chief executive did next, you might care to agree.
This was never to be. The council took the sting out of the Petitioner's tails by holding an internal inquiry. A panel of three die-hard officer's men were selected to look at complaints through a mesh so fine, the panel were not empowered to investigate any on the matters put before them. Before looking at any evidence, the panel members said they were right behind the officers - hardly an open minded approach.
After much ceremony, the panel gave their colleagues a clean bill of health, except only that serious issues (the subject of the complaints) were handed over to the Sussex Police - this act in itself an admission there were matters too hot to handle.
The remaining serious matters were handed to the Police, who failed to conduct any investigation but simply bundled the petitioners complaints on to the CPS, who in the absence of any investigation results looked the other way. The Police then allowed the then Council's chief executive, to write a letter to the council on headed paper. This ruse convinced members they were looking at the result of an full investigation. However, the Police later admitted there had never been one. Later still when the truth was discovered, the replacement chief executive (the former CEO Derek Holness having made a get away) refused to allow Petitioners sight of the suspect Police letter.
POTTY TRAINING - Using a potty may be a new skill for your planning team to learn. It's best to take it slowly and go at your candidates pace, about the same pace as a child should do the trick. Being patient with them will help them get it right, even if they sometimes feel frustrated. They should be taught that every person is entitled to a toilet no matter how much their team are out to get any challenging member of the public - and yes we know how irritating it is to be caught out - and yes of course that makes you hate that member of the public more - so that you try another dirty trick. So, if you are going to plan a vendetta, be sure that you don't get caught with your trousers down. Bury your target good and proper - or he or she may come back to haunt you with the inconvenient truth and reveal what you did and why you did it.
