PROCEEDS OF CRIME & CONFISCATION ORDERS - We are onto you. Your policy of losing or returning inconvenient documents or other evidence is being monitored for an eventual prosecution of the controlling minds in your Council.
WHO ARE YOUR CONTROLLING MINDS? - Typically these include the heads of departments, Cabinet Members who allow officers to get away with misdirection to other committee members and those who fail to declare an interest but stand to gain from any planning application in their area, or affecting land that they either own or belongs to a good friend, business associate or relative. If Charlie Lant is profiting in any way his gains are likely to be masked is many different ways to elude prosecution. It is a fact that his Council have been caught time and again misinforming their Members, with the obvious aim of pushing through selected planning consents for favoured developers.
Why is that? Well, in effect Wealden District Council control the value of land like one giant bank, handing out blank cheques to their mates. You can well imagine that for taking such risks, corrupt officers will expect some kind of reward. Yet, while there is all manner of statute to protect the public from fraudsters, there is no statute yet to effectively procure investigations and prosecutions of offenders in council ranks.
Even more worrying is that the audit trail is being masked, rather than becoming more transparent. It used to be the case that a member of the public could wade into the accounts to see anomalies, but now there is a computer filtration system that takes so long to figure out what each entry relates to that Article 10 has been violated for sure. All this is to do with keeping themselves out of reach of the law - and there is only one reason why any council would want that!
TEMPTATION - You are a nobody in your council until your name appears on the list below. If you've made it onto this list, negative congratulations may be in order, for the odds suggest that you will have been sucked into the cauldron of lies and deception that some of your heads of department are enlisting your help to cover up, and will be profiting in some way or other - maybe by promotion - hence a tangible monetary gain to be considered under the Proceeds of Crime Act 2002 and/or the Serious Organised Crime and Police Act 2005. So, an extremely warm welcome to the dark side, otherwise known as Hades. It may be warm while you are profiteering, but it will be colder in your prison cell when you are caught.
Abuses of positions of trust and working as a team player to cover up planning favours and the like, is of course serious organized crime for which legislation is now firmly in place and should be used to prevent council officials and their police allies from profiteering from their positions of trust. We should add here that even if you do not profit directly from your conduct that it may be considered under the tenets of the Fraud Act 2006, if your intention of to cause loss to another.
The only way to escape from the dark side is to blow the whistle at the earliest opportunity. Always take copies of dodgy documents so that you can rely on them later. Carry a pocket recorder with you at all times, or use your mobile phone to record conversations where you feel compromised and take pictures of irregular communications (such as emails) of other documents, such as the Declarations of Interests Register.

ABUSERS OF THEIR POSITIONS OF TRUST - These men and women are in highly regarded positions of trust, such that if that trust is abused the penalties should be proportionate and all proceeds of their crimes subject to the most careful scrutiny - as with any other crime. You would not let a bank robber or a murderer keep their ill gotten gains, so why is it that planning officers and councillors who are corrupt somehow manage to escape prosecution? The answer is that the local police force heads are sometimes involved in the corruption. They get a bung to tow the party line - and not investigate these heinous crimes on their doorstep. The same punishment should apply to secret alliances such as those forged in some of the Masons lodges with high proportions of builders, architects, councillors and police officers.
